Check out Briar if you need a secure way of communicating, it's fully end to end encrypted and can send messages via bluetooth to allow you to continue communicating with nearby people even when there is no internet, for example, if a cell phone jammer is being used.

@dev_ponies one problem with this is that, as long as you can't completely shut down the phone network baseband module (which you often can't, at all), it's still pretty trivial to see who attended a protest

doesn't mean briar is useless, but keep this in mind

@dev_ponies this is cool, when it works just off Bluetooth does it have like a mesh networking thing setup? Or can you only contact people that you can directly reach from your phone
